Yes, it happens when you click too fast to battle even before it refreshes. Then, you get an error message afterward “Target is busy fighting and denied your challenge.”
Although the blitz option works correctly.
When it happens to me, either I just use blitz or let an hour cooldown and refresh the game, then it works properly as intended but just gotta remember not to repeat the same mistake.
