Last night’s cross server arena ended at 11pm PST, whereas it usually ends at 12am PDT, is this normal? Does the server reset also happen at 4am PST instead of the usual 5am PDT? I was expecting the arena to end at midnight so I lost my chance at ranking up kinda upset.

Check the time synchronization on your computer.
Also, this situation could arise if you minimized the game window. Then you will receive all announcements after you open the game window again.
