I have forged Halter & Whip – I tried to equip them but cannot find them pop-up box displayed after clicking “plus sign” also tried to unequip other Mount equipment but cannot do that either.

You need to buy your equipment first under the tab honor in the exchangeshop

Vanadey is correct. The purchase options for these items should look like this, and cost 300 Honor, for anyone else who is confused about the issue.
