how are we supposed to enchant stuff when level 50 marks are not available until the higher level dungeons? i’m level 64 and i am nowhere near the frosty dungeons.

Raise your Power, then you can go through the dungeons.
Power up your mercenaries and soldier, upgrade your astro, upgrade your costume, etc.
