    Hello,
    When I try to declare war on Dawn City it won’t let me.

    The city status is currently Neutral
    It is not owned by anyone
    City status is in peace

    We have enough guild funds

    I go to: Declare War, then I select the time and date for the fight, Then I click ok but then it says “Castle not captured” and the war won’t declare.
