Osiyan Habitat is a 5.7104-acre licensed plotted colony in Sector 27, Jhajjar, built by JS Exim Private Limited under Haryana’s Deen Dayal Jan Awas Yojana. Licence 01 of 2025, HRERA registered, plots of 125 to 160 sq yd, and a stilt-plus-four approval from TCP Haryana that lets each floor be registered separately. Internal roads are 9 metres wide, the entry is gated, and there is a park, an open gym, a kids’ play zone, a club and a small commercial pocket.The paperwork is the right shape. The price is the argument. At the quoted Rs 55,000 per sq yd — and Rs 60,000 from some channel partners — this is being sold at the very top of the Jhajjar band, and there are other Sector 27 colonies quoting from a good deal less. Read those two tables together. A licensed, HRERA-registered colony with a sanctioned layout and stilt-plus-four rights should cost more than raw or farmland plotting — you are buying a title you can register, services that are somebody’s legal obligation to build, and the right to put four saleable floors on the land. That premium is real. What is harder to defend is a rate about four times the district’s developed-colony band while three colonies in the same sector open lower.So treat Rs 55,000 as an opening number, not a fixed one. Ask each of the Sector 27 layouts for the same thing — rate per sq yd, all-in, with EDC, IDC, stamp duty and registration itemised — and compare those five figures rather than the brochures. Why DDJAY plots work, when they work
DDJAY is Haryana’s licensed plotted-colony policy, and the financial argument for it is specific: stilt plus four floors, each registrable separately. That means one plot can become four saleable or lettable homes over stilt parking, instead of one apartment you either live in or sell whole.Three things follow from that, and they decide whether the maths works for you:
The plot price is only half the investment. Building stilt plus four is a second, substantial cost. Budget it before you decide the plot is affordable — a plot you cannot build on is dead money.
The per-floor registry is what creates the return. Buyers who never build capture land appreciation only, which in Jhajjar is a slow game.
The licence is what makes it safe. Unlicensed farmland plotting across this district is common and cheap, and it does not give you a registrable title or any obligation on anyone to lay a road. Licence 01 of 2025 and an HRERA registration are exactly what you are paying the premium for — which is why you should confirm both.
Two RERA numbers, one project
This needs settling before any money moves. Most sources give this project as HRERA-PKL-JJR-702-2025. Some listings carry RERA-PKL-1664-2025 instead. Only one of those can be the registration for this colony; the other is either a different project, an application reference or an error copied between listing sites.Look the project up yourself on haryanarera.gov.in under the promoter name JS Exim Private Limited, and check three things on the record: the registration number, licence 01 of 2025, and the sanctioned layout with the plot schedule. If a salesperson cannot produce the registration extract, that is your answer.
