There are some free ones, but a paid service is usually more reliable and won’t slow down your connection as much.

If you’re just at home and want to change your IP periodically, you can also reset your IP by turning off your Wi-Fi router for a few minutes and then turning it back on. Most ISPs will assign a new IP address when your router reconnects, though this depends on your ISP settings.
